Faculty Expertise
The Graduate Certificate in Homeland Security Management is taught and supported by an experienced group of faculty and advisors.
- Irv Schlanger, M.S. in Information Systems - Concentration: Competitive Intelligence (Drexel University); Intelligence Analyst Certificate (Neumann College). Full-time instructor for the Goodwin College. Mr. Schlanger has extensive professional consulting experience in network security, system security audits, vulnerability testing, risk assessment, disaster recovery planning, and forensic data recovery. Additionally, Mr. Schlanger has over twenty years of classroom training and curriculum development experience. He was responsible for the development of the BS degree program in Computing Security and Technology. His major teaching interests include IT Security and Information Warfare. Mr. Schlanger's professional memberships include the Computer Security Institute, International Association of Law Enforcement Intelligence Analysts, High Technology Crime Investigation Association, Pennsylvania Electronic Crime Task Force (run by the U.S. Secret Service), and the FBI's Infragard.
- James Tsafos, Ph.D. (University of America). M.P.A. (Penn State University). Dr. Tsafos has been involved in education for over three decades. He has taught at Drexel, Rutgers, and the Community College of Philadelphia. Courses include emergency management and planning, management, marketing, management information systems, human resource management, computer applications, office supervision, political science, and others.
- Steve Recca, M.A. (Naval Postgraduate School) Steve Recca has held a wide variety of national security positions in the federal government, private sector, and academia. Mr. Recca currently serves as the head of the Pacific Disaster Center’s Western Region Office, as well as Deputy Director of the University and Agency Partnership Initiative for the Center for Homeland Defense and Security at the Naval Postgraduate School. His previous positions include security policy assignments with the Central Intelligence Agency, State Department, and Department of Defense. In the mid-1990s, Steve served as Special Assistant both to the Secretary of the Navy and Director of Central Intelligence. Steve held the Inman Intelligence Chair at the Naval Postgraduate School, before returning to Europe to serve as DOD’s Chief Liaison to the German Federal Intelligence Service. Most recently, Steve worked on policy planning and technology issues in support of interagency coordination as a consultant to United States Northern Command.
- Theodore Hartz, M.B.A. (Lehigh University). Executive Director of Customized Learning Solutions for the Goodwin College at Drexel University. His professional experience includes 28 years in higher education serving as a finance professor, academic department head, and university dean for 14 years. In addition, Ted’s entrepreneurial experience includes over 20 years experience as a business and economic development consultant. He served as President of a manufacturer of a specialized material that prevents secondary explosions in fuel tanks. This product has specific uses in military and commercial vehicles and has undergone over $6 million of testing. Ted has extensive experience in marketing to the Department of Defense. He also served as President/CFO of a security firm providing elite detection services, innovative canine team training, and international professional development. Ted has been actively involved in research including a special research project on port safety involving cruise ships and ferry systems for the United States Coast Guard. He was involved in a research project with General Electric using canines as a platform for the deployment of technology for security purposes and co-developed a patented system for certifying canine explosives detection teams in the field. The company also developed special canine deployment protocols for searching industrial sites, ports, and outgoing air cargo. He has made presentations on port safety at FBI sponsored conferences with the United States Coast Guard. His firm provided detection services to large industrial companies including refineries and manufacturing plants.
- Duncan Campbell III, B.A. (Cornell University). Industry advisor. Duncan Campbell is a partner with The Pennant Group. Active primarily in the homeland security market, the Pennant Group supports clients in market analysis and forecasting, business development, communications, business-to-business teaming, and grant education. They also offer expanded services through strategic relationships with technical experts in the field such as infrastructure protection and risk management, telecommunications and cyber-security, intelligence and information sharing, business continuity, law enforcement, fire services and emergency management, and SAFETY Act, legal and privacy issues. Mr. Campbell served as Chief of Staff for the U.S. Department of Homeland Security from October 2003 to March 2005. In this capacity, Mr. Campbell was involved in managing the Department's policy, planning, and operations. As a principal advisor to Secretary Tom Ridge, Mr. Campbell was one of the architects of the Department and was instrumental in new security measures, departmental policies, threat communications and interagency planning. Prior to becoming Chief of Staff, Mr. Campbell served as Deputy Chief of Staff for Operations and Director of Intergovernmental Affairs for the White House Office of Homeland Security, serving as the primary liaison to the nation's state and local public officials.
